Rub a rod with a cloth and electrons jump across. A polythene rod pulls electrons off the cloth and ends up negative; an acetate rod loses electrons to the cloth and ends up positive. Charge the rod, then bring it near the hanging test ball and predict the force. Like charges repel, unlike charges attract, and an uncharged ball is always pulled in.
