A transformer changes the size of an alternating voltage. Two coils sit on an iron core: the input (primary) and the output (secondary). The output voltage depends only on the ratio of the turns. More turns on the secondary steps the voltage up; fewer turns steps it down. This is how a phone charger turns 230 V into a safe few volts. Hit the target output voltage.
